A moradia como expressão da questão social: uma reflexão a partir do município de Campina Grande - PB (2019-2022)

Abstract

This research was developed in the Social Service Graduate Program at the State University of Paraíba, which had the general objective of analyzing the problem of housing from the perspective of social issues, focusing on the housing policy of the city of Campina Grande-PB during the period from 2019 to 2022. The specific objectives of this study include understanding the history of the housing issue throughout Brazilian history, identifying how housing policy is being thought locally; to analyze whether the resources invested in housing in the county had an impact on the housing deficit indices in the period 2019-2022. The study adopts the Dialectical Historical Materialism approach as an analytical method, using the categories of analysis of totality, historicity, contradiction and mediation. The investigated content categories include the Social Question, pauperism, housing policies, the housing deficit and neoliberalism. To achieve its objectives, the research resorted to the analysis of fundamental documents, such as the Pluriannual Plan (PPA), the Budgetary Guidelines Law (LDO) and the Annual Budget Law (LOA) of the Federal Constitution, together with the Law of the Municipal Master Plan and the Statute of Cities. In addition, the research incorporated a review of the relevant literature on the subject. The results of this investigation indicate that during the period under review (2019-2022), Campina Grande-PB invested a limited amount of resources in the housing area, which did not prove to be sufficient to contain the continuous increase in demand for housing in city.
