A cultura estratégica do Japão durante o segundo Governo de Shinzo Abe (2012-2020)

Abstract

This dissertation's main objective is to identify Japan's strategic culture during Shinzo Abe's second term between the years 2012 and 2020. Shinzo Abe was responsible for unprecedented changes in Japan's security policy while serving as Prime Minister. These transformations have strengthened the country militarily in a way that has not been seen since World War II and depart from the pacifist values advocated in the 1947 Constitution. To analyze this phenomenon based on the theory of strategic culture, the research is divided into three chapters. The first chapter defines strategic culture, bringing forward the most important discussions and researchers in the area. The second chapter details the main measures taken by Shinzo Abe between the years 2012 and 2020 in the area of security and defense in Japan. The third chapter analyzes the Abe government in the light of the strategic culture and the factors that influence it. Through a case study with the observation of data specific to the theory of strategic culture and Shinzo Abe’s government, it is perceived that Japan is experiencing a moment of change in its strategic culture, moving away from the pacifism adopted since 1945. Shinzo Abe is responsible for this change, but has the support of his party, the Liberal Democratic Party, and of much of Japan's national DIET. Japanese public opinion is also in favor of Abe's plans after the perceived increasing threat from the Chinese rise, from North Korea's missile tests, from tensions with South Korea, and the dependence in the United States to guarantee Japan's national security
